Budget US rental rules

Budget: debit card, deposit, age and IDP rules

Budget permits debit at many US locations, but the location and selected offer decide the qualification route. An offer captured for one date and vehicle cannot establish every Budget rental's deposit or minimum age.

Budget's published US qualification route

National guidance reviewed 2026-09-30; exact airport evidence keeps its individual source dates.

Age
The broad debit guidance generally requires age 25; age exceptions and licensee rules exist. See the exact airport evidence before relying on an under-25 route.
Debit card
Read the location's Debit Card Policies and the booking's payment terms. Return-travel evidence, credit checks and vehicle restrictions can apply. A card accepted for prepayment is not necessarily accepted to secure pickup.
Foreign licence and IDP
Present the valid original licence and the international identification/translation the exact location requires. Review document evidence separately from the payment offer.

The stored MCO selected-offer capture is labelled with its dates, rate, vehicle and content hash. Its numbers stay at offer scope. This avoids presenting a tested prepaid or pay-later rule as a national Budget promise.

Matching condition lists are shown once. Each airport retains its own evidence state and date; a listed Unknown or Conflict profile does not become approved through this grouping.

MCO

Credit-card pickup

  • Present a valid qualifying card in the renter's name; available credit must cover the estimated charges and authorization.
  • The exact vehicle and rate remain subject to the rental agreement shown at pickup.

Debit with return itinerary

  • The tested MCO airport offer requires proof of a return airline ticket that coincides with the rental.
  • The renter must be at least 25 and present a debit card in the renter's name with an accepted bank-processing logo; the rechecked offer lists Visa, Mastercard, American Express, and Discover as examples.
  • A credit-screening check may apply, and frozen Equifax files may need to be lifted before pickup.
  • Debit eligibility in the tested offer was limited to Economy, Compact, Intermediate, Standard, Full-Size, and Standard SUV groups.

Debit without return itinerary

  • The tested MCO airport offer did not publish a debit pickup route without a return airline ticket that coincides with the rental.

Prepaid card

  • Prepaid and gift cards do not qualify as pickup credit identification; an eligible prepaid card may be usable for payment at return after authorization.

Debit with return itinerary

  • Bring a physical bank-issued Visa or Mastercard debit card embossed in the renter's name; prepaid, loadable, and payroll cards do not qualify.
  • Bring the required address-matching document; a non-Metro Atlanta renter may use a qualifying return-air confirmation instead.
  • Purchase LDW, leave the published $1,500 damage deposit, or present transferable comprehensive and collision insurance for verification.
  • Qualifying address documents must match the licence; a second document is required if they do not. Metro Atlanta residents need a listed document dated within 45 days with no overdue/negative account; nonlocal renters may use return-air confirmation instead.

Which terms should you confirm with the branch?

Give the operating location the rental dates, age at pickup, licence issuing country and language, current residence, card type, vehicle and return itinerary. Ask it to identify any missing or conflicting rule and the total pickup authorization for that exact setup.

Keep national guidance, branch evidence and a selected-rate capture distinct. A return itinerary can satisfy one payment condition without approving a restricted vehicle; a prepaid rate can pay the price without approving the card required for the hold.

If another person will drive, verify their age and original licence, permitted relation and additional-driver charge. Cardholder-name checks still apply to the main renter. An extra driver or relative's booking payment does not automatically permit a different pickup card.
