Do I Need an International Driving Permit to Rent a Car in the USA?

Conditional: an IDP may be required by the rental company, by a state you will visit, or because your licence uses a non-Latin script. An English licence is not a universal exemption; the physical valid licence must still accompany any permit.

USAGov directs foreign visitors to check the motor-vehicle agency of each state and obtain an IDP before travelling. The US does not issue one to visiting foreign licence holders. A rental counter's acceptance and permission to drive under state rules are separate checks.

A supplier's translation rule depends on the actual document, not simply your citizenship or current address. Read the licence's language and script, then check the exact airport and the states on your route.

India's Parivahan guidance describes application to the relevant RTO using Form 4A or a written request, with a valid Indian licence and passport/visa/travel documents where applicable. UAE licence holders can use ATCUAE's official route. For Qatar, the FIA/AIT directory identifies Qatar Automobile & Touring Club. Saudi licence holders should inspect SATA's official issuing service.

Check the issuer's current eligibility, accepted convention, application documents and validity for your US trip. Do not buy a document merely because a seller calls it an international licence. An Indian citizen living in Qatar with a Qatar-issued licence should follow the Qatar licence-issuing route; citizenship alone does not identify the correct issuer.

A visitor can often rent with a valid, unexpired home-country driving licence, but two separate rules must both work: the law in every U.S. state where the car will be driven and the exact pickup branch's document policy. A reservation confirmation does not prove that the counter will accept the documents presented.

An International Driving Permit is a translation aid, not a standalone driving licence or identity document. Bring the original licence even when an IDP or professional translation is used.

The official Enterprise and Alamo pages for Orlando International Airport publish the same foreign-licence distinction. These are exact MCO branch examples checked on 11 September 2026; do not generalize them to another airport, supplier or later reservation.

• Original document: a valid, unexpired home-country licence with a photograph is required for the full rental period.
• Latin-based letters: when the licence is not in English but uses an extended Latin alphabet, such as German or Spanish, an IDP is recommended rather than stated as mandatory by these two MCO pages.
• Non-Latin letters: when the licence uses a script such as Arabic, Japanese or Russian, these pages require an IDP. If one cannot be obtained in the issuing country, they say a professional type-written translation may be substituted.
• Extra identification: a non-U.S./Canadian licence holder may also be asked for another valid government-issued document, such as a passport.
• Unsupported formats: digital licences and photocopies are not accepted; learner's permits are not accepted. Temporary licences may be refused if identity or authenticity cannot be verified.

USAGov says IDP requirements vary by state and advises checking the motor-vehicle agency for each state you plan to drive in. A supplier branch can still ask for an IDP, translation or extra identity document even where state law allows the foreign licence.

Arrange any required IDP before the trip through the authority or authorized organization in the country that issued the licence. The United States does not issue IDPs to foreign visitors after arrival.
