Public update log

What changed and why

Selected material updates from our publication records. Dates below describe when we published a change, not when a rental supplier’s terms took effect.

How to use this log

This is a selective history of material evidence and website changes, not a list of every policy check or internal audit event. Anonymous correction reports are not published here.

Historical entries describe the state at publication. Follow the current branch record for today’s evidence, scope and review deadline. A changed source date alone does not establish that a supplier changed its rules.

Evidence update

Budget Orlando (MCO) additional-driver, return-ticket and licence terms were re-read in full

The full Location Policies panel on Budget's MCO booking review page was read again in the same booking session (nothing was booked). Additional drivers: age 25, $13 a day, with the page's full list of fee exemptions and a maximum of two additional drivers per form. Debit pickup at the airport needs proof of a return airline ticket that coincides with the rental. A non-U.S. licence needs a passport or Canadian enhanced licence and an itinerary showing return home; NEXUS cards are not accepted in their place.

Scope and limits: The page does not say whether a physical card is required, whether virtual or digital cards are accepted, or whether an original licence is required, so these now show as unknown. The earlier wording that the return ticket must be in the renter's name, and a separate airline details request, are not on the page and were removed. Minimum renter age keeps its branch-page source.

Evidence update

Budget Orlando (MCO) booking-page terms were re-read before expiry

Budget's MCO booking review page was read again inside a live booking session (pick-up 9 November, return 12 November 2026, age 25, U.S. resident, pay later; nothing was booked). The debit-card, cardholder and debit vehicle-group terms were found again word for word. The page states the credit-card hold separately: estimated charges plus $200 for most rentals and $250 if prepaid, so the $300 four-day amount now applies to debit only. Next review: 18 November 2026.

Scope and limits: Selected-offer evidence only: it is not applied to other dates, rates or vehicles. The return-ticket, additional-driver and licence details were not fully restated on the page and keep their earlier review dates. Budget's booking flow now runs on go.budget.com.

Evidence review

Young-driver facts and 45 airport branch profiles were rechecked before expiry

Every stored quote behind the nine company-wide and 58 exact-branch young-driver facts was found again, word for word, on the official pages, and 45 Enterprise, Alamo, Avis, SIXT and Budget airport profiles were re-read against their exact sources. No value changed; their next review date is 18 November 2026.

Scope and limits: Budget Orlando (MCO) was not renewed because its evidence comes from a session-scoped booking page that cannot be re-fetched; its review lapses on 28 October and its results are then shown as past their review date. SIXT conflicts remain conflicts. A source review does not guarantee pickup.

Evidence update

Budget Boston Logan partial branch rules were rechecked

The exact Budget BOS page publishes minimum renter age 21, a $27 daily surcharge for renters under 25, debit from age 25 for selected unnamed car groups, and a spouse/partner additional-driver fee exemption when that driver is 25+ and licensed.

Scope and limits: The overall profile remains Unknown. Return-itinerary, deposit/hold, exact debit groups, card presentation, secondary documents, cross-border and ferry conditions are unresolved. A reviewed partial rule is not pickup approval.

Evidence review

Three Boston Logan branch sources were rechecked before expiry

The exact Enterprise 10Y1, Alamo 10Y3 and Avis BOS pages were retrieved again. Enterprise and Alamo retain their verified exact-branch facts; Avis remains Unknown because its partial branch terms do not resolve every debit, vehicle and exception scenario. Their next review date is 8 November 2026.

Scope and limits: Budget BOS was not renewed because its exact official page returned a retrieval error. Its existing Unknown record remains due on 14 October. A source review does not guarantee pickup or establish a measured traffic gain.

Evidence update

Budget Newark and San Francisco branch reviews are current

Exact EWR and SFO sources confirm minimum renter age 21, a $27 daily young-driver surcharge, debit from age 25 for selected unnamed car groups, scoped additional-driver exemptions, continental-U.S. travel and airport pickup details. EWR separately publishes Canada travel with a requested insurance card.

Scope and limits: Both profiles remain Unknown overall. Exact debit groups, itinerary, deposit/hold, card-presentation and secondary-document requirements are unresolved; Canada is also unresolved for SFO. A reviewed rule is not a pickup guarantee.

Evidence update

Budget JFK branch rules were recovered from the exact official location page

The exact Budget JFK page now records age 18, an under-25 surcharge with no published amount, a credit-card requirement for some unnamed car groups, an additional-driver licence and possible-fee rule, continental-U.S. travel, conditional Canada travel, and exact airport pickup and after-hours return directions.

Scope and limits: The profile remains Unknown overall. The branch page does not establish debit acceptance, return-itinerary, deposit/hold, exact credit-only groups, card-presentation, secondary-document, Mexico or ferry conditions. This source review is not a pickup guarantee.

Evidence update

Budget DFW branch rules were recovered from the exact official location page

The exact Budget Dallas/Fort Worth airport page now publishes age 21, a $27 daily surcharge for renters age 21–24, debit from age 25 for selected car groups, a qualifying spouse or partner fee exemption, continental-U.S. travel, and conditional Mexico travel for corporate customers who buy additional insurance.

Scope and limits: The profile remains Unknown overall. The branch page does not identify the eligible debit groups or establish return-itinerary, deposit/hold, card-presentation, secondary-document, Canada or ferry conditions. This source review is not a pickup guarantee.

Evidence and data update

Enterprise, Alamo and National branch young-driver amounts recorded fact by fact

The daily under-25 surcharge printed on 37 Enterprise, Alamo and National branch pages (11, 11 and 15 airports) was recorded as exact-branch facts, each with the branch page URL, the page's own wording, a review date and a 30-day review window. Airport rule lines now count these companies and name the companies that publish no amount.

Scope and limits: These branch pages quote the surcharge but no minimum age, so the minimum age still comes from each company's national terms. The companies' national pages call $25 a day an average while the branch pages state it as the charge; both labels are shown. Avis Boston prints the amount without a currency symbol, so no amount is recorded for it. Dollar, Thrifty and SIXT publish no daily amount in the reviewed terms.

Content and product update

Foreign-licence pages for India, Qatar, UAE, Saudi Arabia and Pakistan, and company pages for age, card, deposit, licence and fees

Each licence-country page shows what the nine companies say about an International Driving Permit, translations and passports, who issues the IDP in that country, and the airports to check first. Each company now also has a page per topic that groups its airports by identical reviewed value. Qatar and Pakistan IDP issuers were added from the AIT/FIA IDP directory and the Islamabad Capital Territory Administration; Nepal remains Unknown.

Scope and limits: A page exists only when enough reviewed, current values back it: a licence-country page needs four companies and a sourced IDP issuer (Nepal is served without indexing), and a company page needs four airports. The AIT/FIA directory is a listing by motoring federations, not a government page, and no company publishes a list of accepted countries or a minimum period the licence must be held. Pages disappear from the sitemap when their reviews pass the due date.

Content and product update

Airport rule pages for age, debit card, deposit, foreign licence and fees, with a prefilled checker

Each airport with enough reviewed supplier terms now has sourced tables per topic (under 25, age 20, age 18 where a company allows it, debit card, deposit, foreign licence and fees). Every answer line is computed from the reviewed data, shows its review date and links to the company policy page. The checker accepts airport, age, licence-country and card-type links, and shows the reviewed young-driver fee, additional-driver fee and IDP outcome where a value exists.

Scope and limits: A topic page exists only when at least four companies have a reviewed, current, non-Unknown value for that airport; airports without enough reviewed profiles show partial data on the airport page instead. A page disappears when its underlying reviews pass their review-due date. The tables list company terms, not a guarantee of pickup.

Evidence and data update

Young-driver, foreign-licence, additional-driver and toll/one-way terms now recorded fact by fact

National terms for all nine suppliers, New York, Michigan and California state-law rules, and exact-branch age and additional-driver terms were recorded one row per fact, each with an official source URL, a verbatim quote, a review date and a version history. Every airport profile that was Unknown or Conflict now carries a dated reason.

Scope and limits: These records are stored and versioned; the airport rule pages added later the same day read them. Amounts an official source does not state are left blank. Budget’s e-Toll fee and Avis’s New York additional-driver fee are published as Conflict because two official pages disagree; Michigan has no state rule that fixes an age or surcharge, so it is Unknown.

Evidence and product update

Reviewed rules refreshed across 57 supplier locations

Official terms were rechecked for all 36 profiles due for review on October 5 and 21 additional profiles. National debit ages, Avis authorization scenarios and foreign-document alternatives, and Budget Atlanta's foreign-licence credit-card condition are now explicit. SIXT JFK's old credit-only branch statement was no longer present, so that earlier conflict was resolved at its actual country-policy scope.

Scope and limits: Ten other SIXT branch conflicts remain unresolved. Historical Budget MCO offers do not apply to new bookings. Unreviewed physical-card, operator and service evidence keeps its earlier dates; publication does not guarantee eligibility or an exact deposit.

Content and navigation

Branch summaries now link to the full dated evidence record

Airport branch pages were reorganized around local pickup details and the main age, card, deposit and licence conditions. Shared supplier guidance was grouped on supplier pages, with links to each branch’s full evidence record.

Scope and limits: This was a presentation update. It did not change eligibility rules, deposit amounts, source dates or evidence states.

Evidence update

Budget’s Miami airport branch summary was recovered

The official MIA branch page became readable after an earlier retrieval failure. Published age, young-renter, debit-age, spouse or partner and continental-U.S. travel disclosures were added to the exact Miami record.

Scope and limits: The record remained Unknown overall. The branch summary did not establish the exact eligible debit groups, deposit, return-itinerary conditions or full document requirements.

Evidence update

Budget and SIXT branch disclosures were made more explicit

Published Budget age, debit-age, young-renter, additional-driver and travel details were added where the exact airport source supported them. SIXT records at MCO, MIA, FLL, LAX and LAS gained the branch’s stated interstate, Canada and Mexico travel conditions.

Scope and limits: Unpublished Budget conditions stayed Unknown. SIXT’s disagreement between branch credit-card wording and national airport debit guidance stayed Conflict; adding a travel rule did not resolve that payment conflict.
