Direct answer for these MCO branches: age 21–24 is conditional, not blocked
Enterprise Orlando International Airport 07V1 and Alamo Orlando International Airport 07A3 currently publish a minimum renter age of 21 for these exact locations. Both publish a US$25-per-day underage surcharge for renters aged 21–24. That branch-scoped answer does not establish the rule for another supplier, airport, state, booking channel or later pickup date.
Meeting the age minimum does not guarantee pickup. The renter must still satisfy the exact licence, cardholder, payment, deposit, itinerary and vehicle-class conditions that apply to the selected rate and branch.

Worked MCO example: calculate the fee separately from eligibility
For a 23-year-old renting for four charged rental days at one of these two reviewed MCO branches, the published young-renter surcharge arithmetic is 4 × US$25 = US$100. This is a reproducible fee example, not a rental quote: taxes, the base rate, optional products, tolls, fuel, deposits or holds, extra-driver charges and other rate terms are not included.
Recheck the exact reservation and branch terms before pickup. A different rental-day count, rate, supplier, location, law or effective policy can change the result.
Age does not unlock every vehicle class
For renters aged 21–24, both reviewed MCO pages list Economy through Full Size cars, Cargo and Minivans, Pickups, and Compact, Small and Standard SUVs seating up to five passengers. They also state that 12- and 15-passenger vans require the renter to be at least 25.
Do not infer eligibility from a broad label such as SUV or van. Match the exact booked vehicle group to the branch list; if the class mapping is missing or conflicts with the rate terms, keep the outcome Unknown or Conflict.
Continue through payment, itinerary and additional-driver gates
At an airport branch, debit-card acceptance can depend on a ticketed return-travel itinerary. The qualifying card and required available funds remain separate from the age fee. Online payment or a reservation confirmation does not prove that the counter will release the vehicle.
Alamo MCO also says every additional driver must meet age and licence requirements. A spouse or domestic partner can be an authorized driver without an additional-driver charge when the published conditions are met, while other authorized additional drivers can carry a daily charge. On a debit-secured rental, the published MCO rule limits the additional driver to the renter's spouse or domestic partner.
Compare the complete trip, not only the base rate
A low base rate can become unusable when the selected vehicle is restricted, the debit-itinerary requirement is not met, the available card room is insufficient or an additional driver fails a separate rule. Compare only scenarios supported by current exact-branch evidence, and keep missing or conflicting facts visible instead of converting them into a yes.

- If the rental contract is breached: “If the rental contract is breached (for example, drunk driving, off-road driving, or other forms of gross negligence), the supplier’s CDW coverage becomes void. In such cases, you may be held fully liable for the total value of the vehicle, and Full Coverage will not provide reimbursement.”
